Separate narration audio and background track? - NO, but found these instructions, so maybe the correct answer is YES - I haven't tried it yet:
1 - Create the movie first, using the video clips, titles and of course your music clips that you want for the background music. Save it to your hard drive at as high a quality as you have space for.
2 - Import the saved movie to a new collection, and make sure that the "create clips automatically" is unchecked.
3 - Drag the clip onto a new timeline in the Video track and add the narration/audio clip adjusting the volume....(because the imported movie is now one large video clip, it will sit only on the video track - leaving the Audio/music track free for narration.)

Can you start capturing other than at beginning - wizard starts by “rewinding”?  Yes, on the Capture Method page, click Capture parts of the tape manually. To separate the video into smaller clips, select the Create clips when wizard finishes check box.

Can you record the movie back onto a DV camera? Yes, one of the options in the Movie Tasks #3 is "Saving to DV camera".

How can you get the movie onto a VHS tape? after it is back on tape in your DV camera, follow the instructions that came with your camera (Instructions for dubbing a tape - from Sony TRV340 camera to the RCA video cassette recorder VR557 that is in each of the three elementary buildings may be viewed by clicking here.)
